In response to financial crisis, to promote good and fast development of small and medium-sized science and technology, in 2008, the Provincial Science and Technology Department of Hubei Province starts the implementation of the growth of small and medium-sized science and technology road map plan (hereinafter referred to as "the road map plan"). The implementation of "road map" objectives are: to select the investment focus on the potential of small and medium-sized science and technology, organize and mobilize social services network, build up modern enterprises and a pool of reserved stock companies; aggregate and integrate of various scientific and technological resources to build technology-oriented full-service system for different stages development; promote science and technology characteristics,  specialization, regionalization for small and medium enterprises, highlight the characteristics of the aggregation of this industry, the construct a number of small and medium-sized gathering of industry clusters and the "demonstration zone."
     In order to filter the potential to foster a number of technology-based small and medium-sized investments, the Provincial Science and Technology Department establishes a "road map plan" system, focus on cultivating corporate sponsors, there are 13 venture capital institutions, management consulting firms and other institutions as sponsors, commission agencies to review "road map plan" focusing on cultivating corporate sponsors, the work of building a market-oriented enterprise screening, evaluation systems and incubators.
    After the sponsor agencies’ Evaluation, field evaluation, and expert review process, the provincial Science and Technology Agency had determined the first batch of 200 focusing on cultivating enterprises (the most investment potential technology-based small and medium-sized enterprises in Hubei Province).
     Science and Technology Agency and the provincial science and technology departments will continue to gather and integrate all kinds of scientific and technological resources at all levels to these enterprises, in view of the current constraints and main "bottleneck" focus on enterprise development, the full-service system includes "business planning, policy guidance, the project traction, expert assistance, investment follow-up, platform support etc " will be built for the enterprises, to promote good and fast development for small and medium-sized science and technology, it is the advantages for cultivating a number of new science and technology enterprises and reserve companies for stock market.
